The content of the program adjusts to the disposed on the quoted judicial orders, although for presentation purposes are established first the objectives that the company pretends to reach taking as base the conditions and characteristics of the socioeconomic environment of the port, its role inside the national transportation system and its growing perspectives as a result of the development of the market of the port of Veracruz. On the same way it is pretended to give continuity to the established actions and policies on previous years to foment the stability and growth of the current cessionary companies, specialized terminals and services providers of the same port.

Based on the disposed on Article 41 of the Port Law, to the Article 39 of its Regulations and the tenth condition of the concession title granted to the Integral Port administration of Veracruz on February 1st, 1994 and published on the Official Journal of the Federation on the same date, the Master Program of Development of the Port of Veracruz is presented.
